Make pressure vessels and safety accessories in a situation of blind use and blind management out of control.

4) Changing the conditions of use without authorization, repairing and modifying without authorization. Operators ignore the safety of pressure vessels, and change the purpose and conditions of use of pressure vessels at will in order to better meet the needs of a certain process, and even operate with "sickness", illegal overload and overpressure production, etc., resulting in serious consequences.

5) The safety supervision and management unit of the local government and the relevant administrative law enforcement departments are not timely in management. The work of safety supervision and management units and relevant administrative law enforcement departments cannot use the development of the socialist market economy, especially the rapid increase of small-scale and widespread private and private enterprises, so that there are blind spots and untimely management of pressure vessel safety supervision and management. The situation has promoted the illegal use and illegal management of pressure vessels.
