According to my country's "Special Equipment Catalogue," a container that simultaneously meets the following three core conditions is considered a pressure vessel:
Pressure condition: Maximum working pressure ≥ 0.1 MPa (gauge pressure, excluding hydrostatic pressure).
Volume and size condition: Volume ≥ 30 L (0.03 m³) and inner diameter (maximum inner dimension of non-circular cross-sections) ≥ 150 mm.
Media condition: The contained medium is gas, liquefied gas, or liquid with a maximum working temperature ≥ its standard boiling point.
In addition, the following two types of containers are also considered pressure vessels:
Gas cylinders: Nominal working pressure ≥ 0.2 MPa (gauge pressure), and the product of pressure and volume ≥ 1.0 MPa·L, containing gas, liquefied gas, or liquid with a standard boiling point ≤ 60℃.
Oxygen chambers: These are special pressure vessels and do not need to meet the above conventional criteria; they are directly included in the regulatory scope.
