I. Safety Aspects: Potential for Major Safety Accidents
As pressure-bearing special equipment, pressure vessels are susceptible to serious safety hazards due to design flaws, leading to explosions, leaks, and other severe accidents:

1. Explosion Accidents: Major design problems such as incorrect strength calculations or material selection can cause the vessel to be unable to withstand the working pressure, triggering a physical or chemical explosion. Explosion fragments can fly hundreds of meters, and the resulting shockwaves can extensively damage surrounding buildings and equipment, directly threatening personnel lives.

2. Secondary Disasters from Leaks: Incorrect sealing structure design can lead to leakage of the medium inside the vessel. If the medium is toxic or harmful, it can cause poisoning; if the medium is flammable or explosive, it can cause fires, secondary explosions, and large-scale secondary disasters.

3. Fatigue Cracking Risk: Stress concentration caused by unreasonable structural design can easily lead to fatigue cracks under long-term pressure cycling, ultimately causing the vessel to crack and triggering a safety accident.

II. Economic Aspects: Multiple Economic Losses

1. Direct Losses: Design flaws in pressure vessels can lead to equipment scrapping and damage to factory buildings/surrounding equipment, resulting in direct property losses. Typical accidents can result in direct losses of several million yuan. 

2. Indirect Losses: Accidents can lead to factory shutdowns and production stoppages, affecting the normal operation of the entire production line and resulting in indirect economic losses due to reduced production.

3. Additional Cost Waste: Non-fatal design errors, such as excessive material thickness or incorrect material selection, can cause material waste and significantly increase manufacturing, transportation, and installation costs.

III. Compliance Aspects: Facing Administrative and Criminal Penalties

1. Penalties for Non-compliant Design: Unauthorized pressure vessel design activities will be shut down by relevant departments, with fines ranging from 50,000 to 200,000 yuan; any illegal gains will be confiscated, and those who violate criminal law will be prosecuted.

2. Accountability for Design Violations: After a safety accident is caused by design errors, the responsible design parties will be held accountable. In serious cases, their design qualifications may be revoked, and the responsible individuals will bear legal responsibility.
